This handbook is a compilation of educational advocacy materials to help parents better understand the unique needs of children with blindness or visual impairment and to assist them in accessing appropriate services for their children. The six chapter headings are: (1) Unique Educational Needs of Children with Blindness or Visual Impairments; (2) Building Partnerships and Advocacy; (3) Federal Laws; (4) What is an Individualized Education Program; (5) Transition to Adulthood; and (6) Conflict Resolution. There are three appendices: (1) Parent Action Tools; (2) Resources; and (3) Position Papers.
