This fact sheet for Vermont parents of children with disabilities provides information on parents' rights in the special education process. It addresses: (1) access to a child's education records; (2) confidentiality; (3) written consent for child evaluation and provision of special education services; (4) participation in child's evaluation; (5) independent evaluation; (6) the Individualized Education Program; (7) child's placement in least restrictive environment; (8) parent notification of changes in child's identification, evaluation, special education services or education placement; (9) private school placement; and (10) transfer out of high school.
