Summary:

This manual is designed to provide teachers, administrators, special educators, and special service providers with information and suggestions for effectively and legally meeting the educational needs of Colorado children from culturally and linguistically diverse backgrounds. Section 1 provides information on legislative and judicial mandates concerning students from culturally and linguistically backgrounds, and provides an overview of special education in Colorado. Section 2 discusses guidelines for the evaluation of students from culturally and linguistically diverse backgrounds. Steps to identifying and assessing the proficiency of these students include: completing a parent checklist, assessing English language proficiency, considering student placement, considering concerns about learning and behavior, implementing classroom interventions, referring the student to special education, special education identification, and specialized instruction and support. Section 3 provides guidelines for the evaluation of students from culturally and linguistically diverse backgrounds, including the evaluation for a suspected disability and the effective use of interpreters and special educators, and special service providers with translators. Appendices include information on using the student record to gather information, the family interview, classroom consultations, and ensuring a free, appropriate public education.
