Summary:

Designed to assist Missouri early intervention personnel and educators in appropriately assessing children whose primary language is not English, this guide provides introductory information on developmental and cultural issues and evaluation of children from culturally and/or linguistically diverse backgrounds. While much of the information in the document is intended to be useful for determining instruction and strategies, the primary focus of the guide is on helping educational teams determine if a child is eligible for special education services under the Individuals with Disabilities Education Act (IDEA). The first section addresses different types of considerations for referring infants, toddlers, and school-age children for evaluation, including language considerations, cultural considerations, instructional considerations, and developmental considerations. The document then discusses evaluation considerations for infants, toddlers, and children. Each section lists the references used to develop the content as well as additional resources that might be useful. The guide also includes a list of state and national resources in the area of teaching English as a second language, including interpreters and translators, and a glossary of associated terms. Appendices include an ESL screening interview checklist, home language surveys in English, French, Hmong, German, Lao, Serb-Croatian, Spanish, and Vietnamese.
