Summary:

The guidelines in this document are designed to assist Connecticut early childhood practitioners in providing services to infants and toddlers with communication delays. The primary section focuses on expressive language delays and the factors that influence why a child may have receptive skills that are considered to be age appropriate and expressive skills that are impaired, including otitis media, disorders of phonology, oral motor disorders, and developmental apraxia of speech. The guidelines offer suggestions for differential diagnosis and eligibility determination for Connecticut's Birth to Three System. The other two areas covered in these guidelines are early fluency concerns (how to better distinguish between normal disfluencies and stuttering) and finally suggestions for evaluation and support for children where English is not the primary language spoken in the home. Strategies are also presents for children found not to be eligible for the Birth to Three System. Questions practitioners ask about evaluation and diagnosis of language impairments are answered in the final section. Appendices include a list of assessment instruments and procedures, language interpretation and translation services, guidelines for differentiating normal form abnormal disfluencies, and guidelines for working with an interpreter.
