Summary:

The guidelines in this document are designed to assist Connecticut early childhood practitioners in providing mental health services to infants and toddlers with disabilities and their families, particularly to those infants and toddlers who exhibit symptoms of traumatic stress disorder, depression or other affective disorders, regulatory disorders, sleep and eating disorders, and disorders of relating and communication. It begins by discussing the need of all young children for good health, safety, and warm, loving relationships with their parents and caregivers, and then provides a definition of infant mental health. Developmental stages of social and emotional skills from birth through 36 months are then described. Approaches to supporting the healthy emotional and social development of young children are discussed, along with recommended areas for assessment, and diagnostic guidelines for infant mental health. Types of early intervention services that should be available to support social and emotional well-being are outlined. The document closes with a list of personnel development needs for preparing early interventionists for evaluating the needs of infants and their families and for planing and implementing appropriate intervention strategies. Appendices includes a list of instruments useful in determining social and emotional development and relevant Connecticut agencies and services.
