Summary:

This manual reviews common assessment instruments used for eligibility for Early Childhood Special Education services in Minnesota. It begins by explaining the eligibility criteria for children ages birth through 6, including the differences for children from birth to age 3 and children age 3 to 6. This information is followed by a profile of the different assessment instruments. The main types of assessments that are covered include screening, norm-referenced, and selected corroboration instruments. The norm-referenced instruments are divided into the areas of cognitive, developmental, communication, motor, social-emotional/behavioral, and adaptive behavior/self-help. Assessment instruments are also reviewed for determining low incidence disabilities and testing culturally and linguistically diverse preschoolers. For each instrument, information is provided on the author, publisher, price, age range, purpose, examiner qualifications, testing time, scoring, norming population, technical characteristics, and concerns. The final section lists new tests under development or revision. Appendices include a list of publishers, articulation tests for low incidence languages, a Minnesota policy memo clarifying eligibility criteria, and information on Black dialect articulation and grammar adaptations.
